- `plan` — grilling, spec, new feature / bounded context, orchestration, BLOCKED work, or a new architectural fork (even after TDD started).
- `review` — security / OWASP, architecture drift, PR or diff review.
- `implement` — spec handover is COMPLETE and the user wants the TDD short loop or other frozen-plan delivery.
- `cheap` — pre-commit hooks, prettier, knip, mechanical format.
